  • Michael H. Johnson

    Mr. Johnson is the Founding and Managing Director of Intelligent Directions Consulting, LLC. He has over 35 years of accomplished Management, Business and IT/Information Systems consulting experience, providing a variety of professional services, while functioning in many different project roles ranging from Project Manager to Technical Expert to Subject Area Expert. The strong foundation of Mr. Johnson's career was formed over a ten-year period when he worked for UNISYS (Sperry UNIVAC) and Deloitte (DH&S/TR), and their customers. With more than two decades of independent consulting experiences since then, he has continued to build a tremendous knowledge base, and has completed many successful projects.

    In the private sector, Mr. Johnson has worked in the regulatory worlds of aerospace and medical manufacturing, and has consulted to various companies in the business areas of accounting, software, technology, and sports management. In the public-sector, he has directed many projects for state and local courts (most case types), law enforcement agencies, assessor and tax collection agencies, state health and welfare agencies (IV-A, CSES, WIC, MMIS). This broad set of experiences provides Mr. Johnson with the ability to quickly identify and work pragmatically through mission critical issues, from both the business and technical perspectives.

    Mr. Johnson's project and client efforts have provided helpful consulting expertise targeted at; strategic planning, marketing, project management, project QA, budgeting, cost/benefit analysis, valuation, procurement, system requirements analysis, business workflow analysis, business process re-engineering, several CASE tools, process modeling techniques, data modeling, data exchange/EDI, software package and system selection, and system implementations. Mr. Johnson is often selected to play the lead role for many of these projects. He has also developed and taught several classes for many of the specific IT/Information Systems design disciplines.

    The complexities that can occur when multiple departments and agencies are engaged to work with one or more private vendor/service provider companies are well understood by Mr. Johnson. In the public-sector arena, he has consulted to agencies at all levels of government, as well as the private sector companies which provide the services and software to these entities. In addition to providing his other consulting skillsets in these environments, he has provided specific procurement assistance; performed vendor/market analysis, prepared RFI, RFQ and RFP documents, prepared state and federal APD documents, established specific vendor scoring/evaluation criteria, assisted in vendor evaluation and in the conducting of bidder conferences. Often the project stakeholders in these environments require formal vendor and project monitoring/QA, which is also a specialized service area that Mr. Johnson provides, which is based in part on the formal Management Study and Review, EDP Auditing and IT Methodology experience and training obtained while working with Deloitte.

    Mr. Johnson has a Master of Business Administration from California State University, and a BS in Business Administration/Computer Info Systems from Arizona State University. He is/has been a member of the Information Systems Audit and Control Association (ISACA), American Public Human Services Association (APHSA) and the National Association for Court Management (NACM).

  • Michael C. Stein

    Mr. Stein is the Managing Director and has more than 35 years of experience in the public sector focusing on criminal justice, the telecommunications industry and commercial banking. His career has been focused on helping organizations effectively utilize technology to solve business problems through business process re-engineering, strategic systems planning, requirements definition, and the management of large-scale systems integration efforts. In recent years, Mr. Stein has been primarily engaged in facilitating the development of IT strategies and assisting organizations in finding effective ways to exchange information between legacy information systems. Recently, he has served as the Director, Systems and Technology Program, for SEARCH: The National Consortium for Justice Information and Statistics and as the Director, Public Safety and Justice for Gartner formerly Gartner Group). Prior to joining Gartner, he was employed as a Solutions Director in the Information Services Group (ISG) of Unisys Corporation, served as a senior technology manager for the trial courts in the County of Los Angeles, California, and was a Manager in the Law and Justice Practice of Deloitte & Touche.

    Mr. Stein has spoken at national conferences on IT-related matters including the 2002 and 2006 SEARCH symposiums on integrated justice; the annual meetings of the National Association for Court Management (NACM) in 2001, 2002, and 2005; the annual meeting of National Association for Justice Information Systems (NAJIS) in 2005; and delivered one of the keynote presentations for the Annual Meeting of the Ohio Judicial Conference in 2003. He is a co-author of the research note Justice Community of Interest Architecture, published by Gartner Research in August, 2001. Mr. Stein received his bachelor's degree from Marietta College, Marietta, Ohio and conducted his graduate studies at John Jay College of Criminal Justice, the City University of New York, in Public Administration.

    Mr. Stein is a member of the National Association for Court Management.

  • Jeffrey D. Mattfolk

    Mr. Mattfolk is an IDC Director, and has over thirty years of experience as a financial executive and consultant. He has worked in mergers and acquisitions as an executive for a public company and an advisor for various privately owned entities. In the course of his career, Mr. Mattfolk held senior positions directing the business development activities at Tyco International, a $36 billion conglomerate. He successfully negotiated many large transactions in various industries including security, disposable medical products, and electronic products. Tyco closed hundreds of acquisitions during his tenure valued in excess of $30 billion.

    Mr. Mattfolk has been actively involved in many aspects of the merger and acquisition field. He has identified potential acquisition targets, performed strategic and financial analysis of targets, coordinated due diligence efforts, negotiated price and contract terms, and managed investment banking relationships. Mr. Mattfolk has worked with several private equity firms on both the buy and sell side of deals. He has advised several privately held firms on acquisition or divestiture transactions as well as restructuring efforts.

    Mr. Mattfolk also spent ten years with Deloitte & Touche. His clients included a large multinational manufacturing company, a privately held newspaper, cable TV and oil & gas entity, banks and non-profits.

    Mr. Mattfolk has a Masters of Business Administration from Indiana University and a Bachelor of Business Administration (Accounting) from the University of Michigan. He is a member of the American Institute of Certified Public Accountants (AICPA).
